Pennsylvania Does Not Have a Risk Pool For The Uninsured.
Risk pools are state-sponsored programs to help people with a history of medical problems to purchase coverage. These pools are for people who can afford to buy health insurance, but are not able to get underwritten in the private market because of a pre-existing health condition.

Help is available to certain low-income residents of Pennsylvania who cannot afford to buy health insurance. Medicaid offers free or subsidized health insurance coverage, direct medical services, or other help at no cost to you.
